Tonga has its own royal family and as mentioned in the Blog, despite having stamps issued in its name to commemorate the birth of Prince George and Princess Charlotte, it has failed to issue any stamps to commemorate recent births in the Tongan royal family which you would have thought to be more important to Tonga than would be the births of children of a foreign monarchy. Likewise Queen Elizabeth II is not the Head of State of Samoa and the British royal family has no real significance to that country. Of course The Queen is the Head Of The Commonwealth and in that respect she is of great significance to Samoa and Tonga but the title "Head of The Commonwealth" will not necessarily be passed on to her descendants when she ceases to be Queen. I suppose the Queen is a much respected and much admired person in many countries of the world and there really is no reason why any country should not feature her or her family on their stamps but let's be realistic - many of such stamps are released not to pay tribute to the various members of the British royal family but to make money from a subject which has a guaranteed number of enthusiasts who will spend their money on such items. I am curious though about your comment about the issues from Samoa and Tonga regarding the royal baby. I thought that these countries were considered as member countries of the commonwealth and as a result the British royal family is of importance.
